The Airport Planning Manager position is responsible for the delivery of physical planning products addressing the airport system’s (JFK, EWR, LGA, TEB & SWF) infrastructure needs, including near/long term conceptual planning, mandated operational and functional requirements that serve as critical components of the Aviation’s Capital Program.

The selected candidate will also be responsible for:

  • Initiating and developing airport functional planning project scope and definition
  • Developing and evaluating feasibility or alternative studies to address the infrastructures’ needs
  • Coordinating and addressing stakeholders’ inputs
  • Obtaining approved functional requirements from stakeholders as final deliverables
  • Managing the day-to-day operations of the Terminal Planning Unit within Aviation Planning Division; as well as consultant staff assigned to project teams
  • Coordinating with Airport Plant, Structures and Redevelopment, Operations, Properties, Engineering, consultants and external agencies such as Federal Aviation Administration (FAA). 

The selected candidate will play a key role in the upcoming master plan and redevelopment planning efforts that reshape JFK to a world-class unified airport to meet the demand for the 21st Century air transportation. These immediate responsibilities include:

  • Spearheading the delivery of a comprehensive planning framework that will redevelop the airport to be a more unified, consistent and interconnected terminal system.  It will be built to satisfaction and demand requirements; as well as ensure security demands through 2050
  • Planning support for tenant lease development processes including property acquisition
  • Providing technical support for airport operations and technical guidelines on land use, airport zoning, airport design standards and other applicable planning code and criteria for PA and tenant projects
  • This position may require frequent travel to all airports as needed


Candidates must present the following qualifications to be considered eligible for this position:


  • Bachelor's Degree in Architecture or Engineering from an accredited university
  • Minimum three (3) years airport terminal experience in planning, design or construction
  • Experience initiating, developing & managing a complex airport planning projects
  • Experience analyzing airport infrastructure needs, setting priorities & developing planning strategies
  • Knowledge of the FAA Advisory Circulars in airport master planning, zoning, airport design, terminal planning and design, capacity & demand, and state & local codes & industry design standards
  • Experience leading a team to quickly deliver planning products such as tenant lease site plans, terminal, taxiway & runway functional drawings, conceptual drawings and presentation materials within extremely tight business deadlines


Ideal candidates will present the following profile:

  • Professional Engineer License or Registered Architect in State of New York or New Jersey
  • Knowledge of airspace and operational characteristics of the agency’s airport system
  • Knowledge of industry best practices on airport facilities planning and sustainable design
